Local trunk build is flaky

Local trunk build is flaky

Starting from last week, building trunk on my local Mac has been flaky. I
haven't tried Linux yet. The error is:

[ERROR] Failed to execute goal
org.apache.maven.plugins:maven-enforcer-plugin:1.4.1:enforce (clean) on
project hadoop-assemblies: Some Enforcer rules have failed. Look above for
specific messages explaining why the rule failed. -> [Help 1]
org.apache.maven.lifecycle.LifecycleExecutionException: Failed to execute
goal org.apache.maven.plugins:maven-enforcer-plugin:1.4.1:enforce (clean)
on project hadoop-assemblies: Some Enforcer rules have failed. Look above
for specific messages explaining why the rule failed.
at
org.apache.maven.lifecycle.internal.MojoExecutor.execute(MojoExecutor.java:217)
...

Anyone else seeing the same issue?

For what it's worth, I successfully built trunk just now on macOS Sierra using mvn install -Pdist -Dtar -DskipTests -DskipShade -Dmaven.javadoc.skip

This command works for me (similar to Eric's):
    mvn clean && mvn install package -Pdist -Dtar -DskipTests -DskipShade
-Dmaven.javadoc.skip


$ mvn -v
Apache Maven 3.3.9 (bb52d8502b132ec0a5a3f4c09453c07478323dc5;
2015-11-10T08:41:47-08:00)
Maven home: /Users/jzhuge/apache-maven-3.3.9
