Is this a duplicate of SOLR-9399 ?

Just a wild guess: Have you tried setting {{solr.httpclient.builder.factory}} to {{org.apache.solr.client.solrj.impl.PreemptiveBasicAuthClientBuilderFactory}} instead of using the old {{req.setBasicAuthCredentials}}?
