JIRA links in CHANGES.txt are broken

In each release we add e.g. "See http://s.apache.org/Zk6 for more
details on these contributions.", which is nice, but many of the links
seem to be broken now (e.g. the links for 1.0, 0.10 are broken).

I suspect a JIRA upgrade along the way caused this... but, curiously,
this ancient link does in fact work:
http://tinyurl.com/tika-0-3-changes

Not sure what to do... or whether we really need to fix this for the
next release...

Hey Mike,

Thanks for the FYI here. I can take a look at this for 1.2 and see
if I can figure out what's up (e.g., by querying infra, etc.) and also
make sure the 1.2 link works.

Yep. It looks like we no longer have the (really useful) contribution
report plugin [1], possibly because it hasn't been updated to the new
plugin APIs in Jira 5.
