[VOTE] Release Apache Nutch 1.14 RC#1

Hi Folks,

A first candidate for the Nutch 1.14 release is available at:

  https://dist.apache.org/repos/dist/dev/nutch/1.14/

The release candidate is a zip and tar.gz archive of the binary and sources in:
  https://github.com/apache/nutch/tree/release-1.14
The SHA1 checksum of the release commit is
  a8e60bdfb79b368612f068ed5aeeb690e29b448d

In addition, a staged maven repository is available here:
  https://repository.apache.org/content/repositories/orgapachenutch-1014/

We addressed 79 Issues:
   https://issues.apache.org/jira/secure/ReleaseNote.jspa?projectId=10680&version=12340218

Please vote on releasing this package as Apache Nutch 1.14.
The vote is open for the next 72 hours and passes if a majority of at
least three +1 Nutch PMC votes are cast.

60 issues were moved for a later fix (ideally 1.15).
I checked every issue and the decision whether to fix it now
wasn't always easy and probably sometimes incorrect.

However, I think it was important to reach this milestone.
And it wouldn't happen if all open issues had been addressed.

What I say, we should mention it in the release notes.

Because, 
1) REST API has a bug because of inconsistencies in ARG_SEGMENTS 
2) HOST db in Generate REST API doesn't work
3) MaxCount in Generate(Hostdb) doesnt work when maxCount == 0

I do not agree on mentioning those issues as unresolved in the release notes. They are known open issues, just as many others are known and open issues. There is no reason to mention these specific issues and not mentioning all the other open issues.

Sorry for the delayed response, but I'm currently out of the office.

I'm also against mentioning the open issues in the release notes, it's normal to have open/unresolved issues before a release and we should focus only on mentioning what was added/fixed, for the remaining issues we already have Jira (which is public).

Haven't gotten around to testing it, but since everyone else is Voting it up...

I strictly disagree.

So far we release a version with bugs that prevent usage of a product according to use case scenarios.
In my opinion we deliver a product that doesnt work as it is supposed to work - a practice that is not acceptable in the Software development world(actually, in any other world) . It is even worse, we refuse to even mention it, saying that a user should check JIRA for this. That is quite unreasonable, because JIRA is a developer instrument, not a user one.
 
If we are doing open source development, it doesnt mean that we should lower the standarts of the development. 
In addiiton, I dont say only these issues should be added. Any bugs that have an impact on user should be addresed somehow.
